Bioluminescence is the production and emission of light by a living organism called Dinoflagellates. Essentially, when you move, the water around you will light up with a bright, soft blue color.
It is proven that the brightness of the moon determines how well you’ll be able to see the bioluminescence. The darker the night, the better the illumination! The best time to go night kayaking is when there is no moonrise or during the new moon phase, where 5%-25% of the moon is visible.
While you can still go night kayaking while the moon is out, nights with over 45% visibility of the moon is not recommended if you want to specifically see the Dinoflagellates.

Two amazing tour groups that are local to Florida who offer bioluminescence kayaking are Get up and Go Kayaking and A Day Away Kayak. Both of these rental companies are located near the Merritt Island Wildlife Refuge; just outside Titusville, Florida. Both locations offer tours in transparent kayaks or normal one; you can pick whatever you want!
